SBNF Winter 2019 Update for Beach News We publish updates about the progress of the Neighbourhood Plan in every edition of Beach News. Here's a copy of the latest update from our chairman: Adur District Council planners considered the latest draft Plan [Version 4] during the Summer months. In September, we received their comments that will be digested and clarified as soon as possible. During September, the Forum apologised to its members after offering insufficient notice of its proposed AGM that resulted in its postponement. The Chair and officers wish to confirm their commitment to combining the Forum’s final HAVE YOUR SAY DAY with – if possible - its AGM. The Forum will be completing its five year lifespan at about the time this issue of Beach News is delivered and, therefore, will need to apply for redesignation to complete its tasks . Redesignation will be sought and when granted new funding will be required to complete our work prior to a referendum. There have been some changes in Forum officers and their activities. The Vice-Chair stepped down to address Community Engagement, a post the Forum has been unable to fill for over two years. The Executive Committee much regrets the resignation of Green Working Group Leader, Stella Filmer, and will miss her considered input and work ethic on the Forum’s behalf. These vacant positions will need to be filled as soon as possible in the run-up to redesignation, inspection and referendum. The Forum considered its position regarding the planning application for the redevelopment of the Beach Green toilet block. We are not entitled - by way of our constitution - to comment on planning applications. Nevertheless, officers and working group members have been encouraged to recognise that Boxpark - the scheme’s applicant - has acknowledged and applied the principles of the Forum’s draft design code within their submission. The Executive committee will be convening regularly before Christmas to: Address ADC’s comments on V.4. Apply for redesignation. Engage with the Council to explore financial support noting the redesignation requirement. Re-engage with the community & its stakeholders. Seek to fill our vacancies . All Forum officers and volunteers want to wish all Beach residents a very Happy Christmas and prosperous 2020 and thank them for their continued support and patience. This information has been combined with multiple face-to-face and online discussions, workshops, polls and data from other sources (such as the Census) to create the most accurate data possible - to reflect the characteristics of all residents. See our community engagement factsheet . In 2015 we asked residents about their priorities for the NP. The 2015 survey represented 11% of the beach population, the majority of which are long-standing owner occupiers (92%) who have lived here for over 10 years. 42% are retired. Protection of environment, local character and good design standards emerged as the key issues, as well as excessive amounts of cars parked on the roadside. We created working groups and themes to focus on the main priorities. There is cross-fertilisation between the groups and the Green Working Group ensures that protection of the environment is always taken into account. Throughout the process of creating the plan, we have strived to increase feedback from all sections of the local community. We continue to ask new members to register their main interests and concerns with regards to these priorities. It has emerged that all the issues remain important.

Planning Briefs Policies Today's weather warnings and video of planned flood defence scheme for the river Adur Flood defences in Shoreham www.shorehamadurtidalwalls.co.uk The risk of flooding to coastal settlements around the UK is high and rising due to sea level rise and an increase in extreme rainfall events from the effects of climate change. The Environment Agency has carried out extensive modelling to determine the likely extent and range of the potential flood events over the next 100 years. The current flood defences (pre 2017) in the Adur estuary do not provide a high enough level of protection and in places are in poor condition. This leaves Shoreham-by-Sea, Lancing and the surrounding areas at risk of flooding. The Environment Agency has been developing a major improvements scheme called the Shoreham Adur tidal walls . The scheme will provide protection for extreme events with 0.33% probability (1 in 300 year) of occurring in one year, allowing for 50 years of sea level rise. Top of Page Evidence Objectives & Policies Map Resources Green Facilities Regeneration Movement Get Involved > Issues > Facilities COMMUNITY FACILITIES WORKING GROUP Research & Evidence The Neighbourhood Plan provides an opportunity for a ‘community audit' (see map) of neighbourhood facilities, to identify gaps in provision and develop proposals for improvement. The 2015 Household Survey Report identified several needs: improved shopping facilities, i.e. pharmacy more leisure facilities for young & elderly increased capacity at the primary school Population Facts (2011 Census) Beach Primary School Capacity: 210 Primary school age children: 330 (increasing) Total children under sixteen: 770 (increasing) Residents aged 65+ 739 Total beach residents (in 2011): 4,524 A big thank you to all those who have taken part in our subsequent workshops and surveys. The 2016 Workshop Report and 2017 Youth Survey provide valuable insight into school spaces, green spaces and leisure activities, including the future of the AOAC. Charts and comments are colour-coded by sentiment and maps show where respondents live in relation to the issues they were voting on. The 2016 workshop was launched at the SBNF Have Your Say day in February 2016 and was available online for two months. Paper copies were also available at the SBRA AGM. We received 60 responses from residents aged between 25 and 65+ who provided a vast amount of useful feedback. which is now being put to good use in the development of draft policies , a master plan for Beach Green and planning brief for the main gateway to the local beach nature reserve . Feedback about the first draft of policies and objectives has been overwhelmingly positive and constructive. Independent research by AECOM also resulted in some innovative proposals for sheltered housing and increased school capacity. These options have been incorporated into the supplementary, aspirational section of the latest draft of the Plan . Some of the other policies have been incorporated into other sections of the Plan. We are now gathering photographic evidence for the Plan - submit your images and vote for your favourites. - Shoreham Beach is growing younger
Shoreham Beach is growing younger Across Europe, the population is ageing and this is certainly true in Adur, with the over 65 age group increasing more than any other in the coming decades. However, if we look at Marine Ward Census info, new house sizes and alterations, plus " Brighton Drift " research by the Future Adur Schools Team , the average age of people living on Shoreham Beach may well be getting younger. This graph shows the population growth in the Marine Ward area from 2001 to 2011. The majority of the local population is under 45 and this trend looks set to increase. We are preparing a Neighbourhood Plan that sets out a vision for the next 15 years - when many of today's young people will have children and/or houses of their own. Help design our future neighbourhood via three workshops (surveys): transport , re-development and community facilities . These workshops cover various aspects covered in the council's new 'Place Plan' - boosting new homes, employment and local economic growth. The Plan also reflects the key priorities for West Sussex in particular delivering skills, digital connectivity and health & well being services. According to Adur & Worthing Councils, the population of Adur is expected to grow by 5,000 in the next 20 years - part of the 100,000+ extra people expected in West Sussex. Growth in Adur is constrained by limitations on land availability for homes and employment space due to the South Downs National Park and the coastline. Our Neighbourhood Plan will sit alongside the district-wide Local Plan and has to be taken into account by the Local Planning Authority when it is making decisions on planning applications (see our frequently asked questions for more info). The district-wide Local Plan (Adur Plan) identifies over 3,600 new homes and 41,000 sqm employment floor space with the potential to create up to 3,319 new jobs over the next 15 to 20 years. The two priorities set out in the Adur Plan are: Priority 1: – New Monks Farm and Shoreham Airport Development at New Monks Farm & Shoreham Airport provides the opportunity to deliver; 600 new homes; 25,000 sqm new employment space potentially creating a maximum of 2,024 new jobs. Investment involves: Flood Risk Management Measures – Adur Tidal Walls Scheme: to deliver developmentenabling flood defences. New A27 Junction and measures supporting the Shoreham Sustainable Transport Package: to deliver both developmentenabling and mitigation associated with traffic growth. New Primary School at New Monks Farm: to deliver a new facility to support population growth and planned housing growth. Priority 2: Shoreham Growth – Shoreham Harbour Development at Shoreham Harbour provides the opportunity to deliver 970 new homes, (plus the Parcelforce development, which brings the total to 1100) 16,000 sqm new employment generating floor space potentially creating around 1,295 jobs. Investment involves: Flood Risk Management Measures in Western Harbour Arm: to help deliver new housing and employment floorspace. Shoreham Sustainable Transport Package: to deliver both development enabling and mitigation associated with traffic growth. Business Relocation: supporting existing businesses interested in moving to new premises, to enable new homes and employment space to be provided within the Harbour. New/extended Primary School in the Shoreham area: to deliver the capacity necessary to support population growth and planned housing growth.’ #housing #employment #planning #survey #school

SBNF Winter 2021 Update for Beach News We publish updates about the progress of the Neighbourhood Plan in every edition of Beach News. Here's a copy of the latest update from our new Committee members: The Forum has been re-designated and the committee has been re-elected to complete our Neighbourhood Plan. We welcome two new steering group members with extensive sustainability, conservation, and architectural experience. It’s not an easy process for local residents to write planning policy for the next 15 years and there’ve been several setbacks including a lack of funding, lack of volunteers, lack of digital skills and a large delay due to the pandemic. However, we’ve worked closely with the ADC planning officers and believe it’s shaping up to be a great document . To help understand what the Plan is - and why we think it’s still necessary, we’d like to answer some common questions: What is a Neighbourhood Plan? It’s a legal document that developers and planners must adhere to. It’s different to the Local District Plan because it’s written by the community, for the community and specifically tailored to our unique neighbourhood - Marine Ward - which includes Adur Rec. It began as a protest by one resident who was concerned about the negative impact of the ‘two-for-one’ trend and the difficulties in dealing with the planning process. The Plan cannot stop development, but it aims to improve the planning process to make it easier for architects, developers, and builders to know what’s appropriate. It also helps neighbours to visualise the impact of proposed new buildings before they are approved, and to protect the unique character of the neighbourhood. Residents have identified the best qualities of our neighbourhood, incl. the eclectic architecture, cherished views , the nature reserve, the river, and other local green spaces that need protecting. Policies are written to encourage responsible recreational activities and facilitate a healthy lifestyle and cohesive community. We’ve also identified opportunities for traffic calming, better parking, and reducing litter. Can the Plan stop development? No, but the Neighbourhood Plan is an opportunity to influence development, prepare for changes and ensure the Beach can cope. How do I find out more? We have an extensive website and social media presence . We welcome your interest and hope you will spread the word and comment online. Also look out for surveys, workshops and/or Have Your Say Days. How far have we got? Most policies are written, and our job now is to raise funding to re-engage the local community, gather final evidence and write a summary. Once the residents and Local Authority have approved the content, local people will get the chance to vote. What happened to the photos I submitted? SBNF Spring 2020 Update for Beach News We publish updates about the progress of the Neighbourhood Plan in every edition of Beach News. Here's a copy of the latest update from our Engagement Officer: The Beach’s Neighbourhood Forum representing Marine Ward was designated for five years in November 2014. By November 2019, the Forum’s alloted legal tenure ran out. Forum Officers have prepared a fresh application to re-designate the Area & Forum for another 5-year period to enable the completion of its work. Redesignation is administered by Adur District Council and likely to take about three months from receipt of our application including a public consultation. When its redesignation is confirmed, the Forum will pass the final Neighbourhood Plan [Version 5] back to the Council for comments and will organise its final ‘HAVE YOUR SAY DAY’ to run immediately after the Forum AGM for members to confirm or change the Committee Officers. Any residents’ comments on the plan offerred at the HYSD could require the Forum to fine-tune the plan before its transmission to the Council. When the final Beach Neighbourhood Plan [Version 5] is accepted by ADC, the Forum will have completed its work and ADC will organise independent inspection of the plan. When that is finally passed, the Council will administer all aspects of a public referendum for the Beach electorate to decide. The Forum wants this process to happen during 2020. [NOTE: since the publication of this magazine, the government has postponed all Neighbourhood Planning Referendums until May 2021.
