This is a voluntary position for anyone interested in shaping the future of your community. The role would require devoting a small amount of time each month whilst gaining great experience for your CV and LinkedIn profile. It may be possible for two candidates to share the role. Typical activities include: • Organising and preparing agendas and papers for monthly management meetings and annual general meetings (1 hour per month). • Taking minutes, recording decisions and following up on actions from these meeting (2 hours per month). • Publishing minutes on our website (30 mins per month). • Adding important events to the shared calendar (20 mins per month). • Managing membership at important public events (+/-5 events per year). Time commitments: Less than 10 hrs per month. Management meetings take place on a Wednesday evening once a month (usually at the Harbour Club, Shoreham Beach) and the next major public event is expected to take place in early 2017. Preferable skills: Good typing and proofreading An understanding of cloud-based file storage such as Google Drive. Familiarity with Google Mail, Calendar and Contacts. Date/time and arrangements to be confirmed at next SBNF Committee meeting - target date late November/ early December 5. Next Have Your Say Day – general discussion of proposed approximate timing, MG advised that this should take place after draft policies have been discussed with and screened by Adur Council/WSCC - then combined into the Draft Plan. Thus next HYSD is likely to be early in New Year 6. Stakeholders meeting – Actions: Stakeholder meetings: Emma Whelan as leader of the Community Engagement Working Group will organise a programme of engagement with Stakeholder’s on the Beach to follow up from HYSD. Stakeholder meeting with SBRA: This will be the first priority meeting Action: to be arranged for end of November/early December - after next SBNF Management Committee) • Other Stakeholder/Local organisations (Sailing club, FoSB, Friends of Shoreham Fort, Church of Good Shepherd, Port Authority and others) - ideally meet jointly with SBRA. DC-S emphasised the Forum had made sustained efforts to engage with these groups. Action: we should ask SBRA to work with us to organise this meeting - when we meet the SBRA Committee • Shoreham Beach Primary School Sam Payton (Chairman of Governors) has emailed MG/DC-S to request a meeting -agreed that MG (with two Committee members) will meet Sam and Head teacher and to clarify the role of the NP and the potential opportunities in relation to school provision Action: MG to reply to SP to acknowledge request and agree meeting date MP: questioned the time being given to this issue as ‘nothing will happen within the Plan period’ MG: pointed to residents’ concerns expressed about the capacity of the school, the fact that the Plan Period runs for 15 years, the wider debate about the need for additional provision in central Shoreham. And that James Appleton had requested a discussion about this issue as part of the follow-up to HYSD Action: MG to produce a note for the next Committee meeting which would respond to this view (in the light of the discussion with Sam and the Head Teacher) and would be used further in our discussions with James Appleton 7. AECOM AECOM has submitted a draft final report which needs to be signed off by 25th October MW: ‘WHAT IF?’ – feedback shows that when we put the AECOM work online it would have to be carefully branded - the school sites options as work created by an independent and impartial organisation - .i.e branded in yellow as opposed to magenta/pink as per SBNF Action: MG to request/contact AECOM to provide 3rd school site option on Beach Green as this had been suggested by residents. To also confirm government guidelines for the minimum requirement of ‘outdoor space’ for primary schools are advisory, not compulsory 8. SBNF Working groups Action: Every group leader to analyse feedback forms for their area of work Community engagement Action: effort to be focused on programme of stakeholder meetings to discuss emerging Draft Plan in advance of the next HYSD It was confirmed that Working Group meeting notes (as with notes produced by all Working Groups) are part of Forum’ internal management processes and thus (unlike Committee Agendas/Minutes) are not made public online. Community facilities WSCC engagement via Lydia and Cllr. Mick Clark is very welcome and to be carried forward into the next meeting, as WSCC has the major role in providing community facilities Actions: DC-S to finalise Working Group meeting/notes and send to participants, MP to organise the next meeting (after the SBNF meeting with Sam Payton) c . Transport & movement MW: reported that people are concerned and becoming increasingly more engaged in a wide range of issues Action: MW: to arrange to work with FOSB other organisations and individual members who have contacted SBNF during and since the HYSD Regeneration DC: was given feedback forms to copy and return to MW Action: DC to plan agenda for next Regeneration WG meeting and fix a date Sustainability - form a group new members needed GTP: had attended the South East Conference of the National Federation of Parks and Green Spaces - a UK network of area wide Forums that exists ‘to promote, protect and improve the UK’s parks and green spaces by linking together all the Friends and Users of Forums throughout the country’. A key Neighbourhood Plan Draft Policy is the designation and improvement of Local Green Spaces. It was agreed that it would be very useful for the Forum to explore practical actions ways to protect and improve communal green spaces – through community engagement in fund raising for the making and maintenance of green spaces . This could be focused on the creation of a group ‘Friends of Shoreham Beach Green Spaces’ DCS: mentioned ‘Field in Trust’ an organisation for the protection of Green Spaces Action: GTP to email all who expressed an interest in Green Neighbourhood issues (& Jacqui/Joy from FoSB/Steve Savage/Chloe Rose from RSPB…) to recruit members for the Group and to organise the next meeting 9. Funding DC-S: reported (in the Treasurers absence) that we will soon receive the promised £300 from council which paid for the HYSD banners etc for promoting HYSD as agreed by Committee. MG: reminded the Committee that when the Forum achieved designation (December 2014) the Council (as the Local Planning Authority) received a government grant of £5,000 to support the development of the Neighbourhood Plan. The Council provided SBNF with £1,711 used to commission the Household Survey undertaken by Joss Loader in 2014. He advised that it would be worth asking if Adur Council could make a further contribution from the £5,000 and that we should also approach WSCC which has a Neighbourhood Planning unit – via Lydia and Cllr Mick Clark MW: Raised the possibility of ‘Crowd Funding’ as a route to source further #funding JH: suggested that there are real possibilities for raising funds from private sources Action : JH, as vice-chair, to work with the Treasurer to explore potential sources for funding to be further discussed at the next meeting. - Big turnout to view first draft policies for Shoreham Beach Neighbourhood Plan
UPDATE: We have been collecting residents' feedback, suggestions and support for the first draft policies over the past year, see the results here: Regeneration feedback > Facilities feedback > Green & Blue feedback > Transport & Movement > Approximately 200 Shoreham Beach residents attended the recent Have Your Say days to comment on the first Draft Policies for the Shoreham Beach Neighbourhood Plan. A group of community-spirited volunteers - Shoreham Beach Neighbourhood Forum (SBNF) - have been busy co-designing the Plan for the past two years through regular engagement with local residents and community groups. The Plan gives communities a chance to influence the future development of their neighbourhood for the next 15 years and everyone who lives or works on Shoreham beach is free to participate. Around 400 members have now joined SBNF and have the opportunity to take part through face-to-face public events, dedicated working group meetings, online discussion forums, social media and a dedicated website: www.shorehambeachforum.com. The latest public consultations were held at The Harbour Club on the evening of Thursday 6th October and again on Saturday 8th October. Both events were well attended. Saturday’s event was particularly lively, with a diverse range of attendees from toddlers to pensioners and houseboat owners to yacht owners. All attendees marked their residence on a map, and the organisers were pleased to see a good turnout from all areas in the designated Plan area. The Port Authority, Friends of Shoreham Beach, AECOM, The Environment Agency and Adur District Council were also represented at the event. On Thursday James Appleton - Adur & Worthing District Council Chief Planner - explained that if approved, the Neighbourhood Plan will “sit alongside the Local Plan for the District”... ”both are legal documents which have to be taken into account when the Planning committee makes decisions on planning applications.” A resident asked the crucial question “…will the Plan make any difference to decisions.” Professor Mike Gibson - the Forum’s planning consultant - pointed out that there is clear evidence of examples where appeals by developers are turned down by the government. Due to proposals being in conflict with the Neighbourhood Plan. However, James Appleton was very positive about the progress of the Shoreham Beach Plan to date. Neighbourhood Plans are on the increase across the country. They offer an important opportunity for residents and local businesses, to help shape both the development and conservation of their neighbourhood. Shoreham Beach has changed a lot over the years - and continues to grapple with the ever-present pressure to regenerate and develop, alongside wanting to conserve its unique landscape and somewhat eclectic nature. This year alone sees developments at Ferry Road, Tidal Wall improvements and commercial opportunities at Beach Green. James Fuller from the Environment Agency gave a detailed explanation of the timing of the tidal wall works and took questions from the audience. SBNF Chairman Dawn Clenton-Sparey: “We think it’s really important local people - of all ages, here - have a chance to positively influence how the area develops in the future. We are really encouraged by how many people have got involved with the Neighbourhood Plan so far - and the brilliant ideas they’ve put forward for The Beach.” The Forum’s Working Groups presented a wide range of proposals. Including the designation of Local Green Spaces to give additional protection from unwanted development; the provision of an indoor community facility in the proposed café development; a Neighbourhood Design Review Panel - to provide professionally informed residents’ comments on planning applications (for development on the Beach). Together with a video showcasing a ‘future Shoreham Beach’ - focusing on transport issues and opportunities. Friends of Shoreham Beach contributed to the exhibition to emphasise the vital importance of the Local Nature Reserve. Independent - government funded - urban planning specialists AECOM (commissioned by the Forum) presented “What if...” options for: the future of Beach Green; a new school site; parking solutions; allotments and housing. This is now being revised before we publish it online. What next? The Have Your Say days generated over 100 pages of comments, feedback and suggestions. The various working groups of the Forum will now analyse the feedback and use it to refine the draft policies and objectives. All exhibition materials have now been uploaded to the website and there will soon be an online survey to give those who did not have a chance to attend the public events to also have their say. The accompanying video, entitled Shoreham Beach: then, now, future?’ was produced by local eco-designer Mike Whelan. it is a collection of suggestions made by local residents which have been brought to life through the use of computer graphics in order to ‘prototype’ the ideas in a virtual tour of the area. Mike Whelan said: “it was great to see younger residents engage with the process through watching the video - they started to understand the potential benefits of the Plan and how they could contribute. One young girl excitedly told me the video had given her an idea and she went on to draw various plans on our activity sheets.” The video will be updated to incorporate some of the feedback and suggestions gathered at the events before being published to the website. After the online feedback process is complete, the Forum will prepare what is called the ‘Pre-submission Consultation Draft Plan.’ Which by law will be required to be open to public consultation for a minimum of 6 weeks before it is submitted to the council officers. After checking that the Plan meets all legal requirements and has been properly prepared, the Council organises a second 6 week public consultation. Before arranging for an Independent Examination by an ‘approved planning inspector.’ The final stage is a yes/no referendum, with all those living and working on the Beach eligible to vote. Minutes & Actions from Committee Meeting 27th July 2016 – Unanimously approved a) Update: Workings of website/gmail account and communications - Viki circulated ‘Idiots guide’ to google account (Appendix 1) b) Contact/communication with stakeholders/local organisations Dawn has drafted a letter to send to stakeholders in advance of the upcoming SBNF Stakeholders meeting. ACTION: Dawn to send letter to Mike Gibson for comments, once agreed letter to be circulated to stakeholders. c) Upcoming: Working Group meetings (& with MG) – See report under item 4c. All working groups are currently active other than Community Facilities which is in contact with Lydia from WSCC regarding attendance. ACTION: Dawn/Maurice to set date for Community Facilities working group once Lydia’s availability has been established. 3. Beach Green Development a) Update: Dawn, David, Mike Whelan and Mike Gibson met with James Appleton (& Moira Hayes) from ADC LPA on 18th August which was positive and productive. James Appleton confirmed he would update the committee regarding the #BeachGreen Café development but this has not been received as yet. Dawn, David, Mike Whelan and Mike Gibson have been in email communication with Corin Morton, the architect for the development. Both James Appleton & Corin Morton have been invited to update at the Have your say day. b) Update: SBNF contact with SBRA re. #cycling path (DC) David updated that the council accept there is a cycle path but the potential development affected what the future upgrade plans might be. Therefore the council will be waiting for the outcome of the development process before making a decision on upgrading / repairing the cycle path. 4. Working Groups Update & next steps in preparation of NDP policies a) Updated list of new SBNF Management Committee Members on website (MW) ACTION: All SBNF members to send a photo to Mike Whelan for the website. ACTION: All working group leaders to email SBNF working groups with update/link to website asking if people want to be active members. (Instructions as to how to email all working group members are in the Appendix 1). b) Working Group Leaders meeting 10th August - Agenda & notes attached (Appendix 2). Dawn reported it was a positive meeting and the working groups were moving forward. c) Matrix Version 2 (September 2016) – progress of Working Groups. Mike Gibson reported that the matrix has been used by working groups to organize themselves and feed into their work. David stated that the WG leaders have a clear vision as to what needs to be done between now and the Have your say day. Regeneration Working Group The regeneration working group will be emailed an agenda and then work will be reviewed by Mike Gibson so groups can push forward and are compliant. Mike Gibson confirmed that he will edit the draft Regeneration policies by the end of the week. He stated that working groups should feedback to Mike who will update draft policies and circulate new drafts. Mike Gibson raised a concern about the lack of input from businesses. It was noted that there was previously a Business & Jobs working group which was rolled into the Regeneration working group. The #HarbourWay industrial site has been considered, #FerryRd should be brought back into discussion. There are many people who work from home on the Beach and broadband speed has previously been raised as an issue – this needs to be considered. ACTION: Regeneration Working group to discuss Ferry Road/mobile/broadband speeds. Gwenn asked about the links with stakeholders. ACTION: Gwenn & Dawn to go through stakeholders list and send out letter. ACTION: Mike G to circulate some of the work done by the Business/Jobs Working Group’s Gwenn asked about what is happening with the Shell Garage at #TheSaltings roundabout. John reported that it is being redeveloped but will be petrol station again likely with a small supermarket. It was confirmed as being within the boundary of the neighbourhood plan. Community Facilities - a meeting to be set up with Lydia Shilibach (Communities WSCC) ACTION: Dawn to arrange before next Committee Meeting. Transport and Movement Mike Whelan has taken comments and suggestions and has built a 3D animation to show prototypes and existing policies. This was played to the committee. It will be labelled / narrated to make clear what is actually happening and what are suggestions. This will then be posted to Facebook; YouTube and website for people who can’t make HYSD. It will also be played on a loop at the Have Your Say day. At the Have your say day each working group to have visual panels but with wording as well. The committee congratulated Mike Whelan on the 3D work. ACTION: Mike G and Mike W to work on script version of 3D model and feed into document. Regeneration Report of meetings 18.08, 09.09 and Working Group full meeting 05.09 David reported there had been an initial meeting, with a follow up meeting early next week at which they will discuss all items on agenda. There are varying vision statements/aspects to be tabulated for Have your say day. ACTION: David to go through the local plan and pull out all the relevant regeneration items. #AECOM – a document containing AECOM’s work so far was circulated. It presented an illustration of sites and brief visual and description of where they are. The committee now need to see what development potential of each site is (as requested). To structure debate residents’ views must also be taken into account. The forum should set out what we’d like from AECOM and see what they can do. ACTION: Write letter to request what we want – next stage mid/late Sept and present at next Have your say day – Dawn. There was some discussion over Beach Primary School. WSCC are the LEA but ADC have control over building policy. ACTION: Email James Appleton and copy in Graham Olway from WSCC & CC Martin Randall requesting feedback on the school situation. Maurice asked where the information on pupil numbers and projected pupil numbers was. It was confirmed that the numbers available were capacity only not based on need. ACTION: WSCC pupil numbers to be sent to Maurice – Mike Gibson. ACTION: Community Facilities working group to identify the need and Regeneration working group to look at sites. Sustainable Green Neighbourhood Gwenn is recruiting people to this working group. Gwenn to take over as Chair, Howard to join. Gwenn has map to add notes about green issues. Mike Whelan noted that this map is on the google drive in each working group folder. Gwenn reported a lot of work to be done but it is in hand. Gwenn to talk to Maurice about solar at school. Mike Whelan stated there is a sense that people have interest in green spaces and landscaping but difficult to get traction with renewable energy. John Haffenden suggested Gwenn discusses this with Peter Davis, Port Development Director who is pushing for renewable energy at the port. It was confirmed he will be contacted to come to stakeholders meeting. Buildings – existing / new; domestic / non-domestic – what are the standards? Take forward from that. Howard asked if a policy on Green Energy could be part of NP? Mike Gibson stated the committee would need to know what’s in local plan and whether we can put in higher standards in the neighbourhood plan. ACTION: Dawn has received info from Campaign for Sustainable Energy which she will forward to Howard. Gwenn asked if the committee have a contact at the council for what’s allowed? Howard responded that he is aware of permitted developments. Dawn stated that Claire Hills in the Estates team is the correct contact for this. 5. Have Your Say Day – consultation on draft policies a) October 7/8th - Venue (to be confirmed) at Beach School – It could be at Harbour Club if school can’t do it. b) WSCC volunteer scheme – Dawn has emailed various people regarding getting help but has had no response yet (a sign has gone up on a noticeboard with the Forum’s contact details). c) Contents of HYSD - ‘creative’ children’s competition (writing/art-based/other) to be 10.09.16. Gwenn suggested a smaller version of this could happen, it is a work in progress. Still to send communication to relevant members/children d) Other sources for possible funding/routes of support ACTION: Dawn to approach Mick Clark/WSCC for financial help for the hiring of venues/for meetings/HYSD/other. ACTION: Dawn to contact Janet Mockridge Chairman of Community Local Council & #WSCC councillor regarding funding. e ) Update on Ferry Road Scheme – There will be an update at HYSD event. The work started Monday f) Tidal Wall Scheme – Environment Agency have been invited to be part of HYSD event. Dawn has received no response as to who the Community engagement person is despite leaving various phone messages and sending emails. g) AECOM - technical support – presentation of their work – covered under Item 4. HYSD Preparation – Mike Whelan, Gwenn and Dawn to design posters. ACTION: Community Engagement WG to meet and discuss the Have your say day Each working group will have 2 panels/posters to say their piece which will be a combination of illustrations and words. ACTION: Mike G to work this out with each working group ACTION: Deadline for info from working groups is 26th September as it will all go to print on Monday 3rd October. They discuss common themes and issues raised by neighbourhood planning groups, how the National Planning Policy Framework (NPPF) sets out what design policy can and can't do, and how to reinforce local distinctiveness through your neighbourhood plan. They also talk through how to do a character assessment: what it is, why you might produce one, how to use the information it produces and what the benefits are. The Harbour Club Apologies – Howard Carter, Jennie Tindall, David Collins, Melissa Onslow, Maria Johnson, John Haffenden and Emma Whelan Minutes & Actions from Committee Meeting 8th June 2016 – Minutes unanimously approved a) Mike Whelan to send link to relevant part of the website: to each working group leader - done There was some discussion around location of useful resources on the website and the google drive. It was noted that each working group has an email group in the Shoreham Beach Forum gmail account for contacting all who have expressed an interest in being a member b) Viki to send link to relevant google drive folder to each working group leader – done c) Mike Whelan to promote solar ferry feasibility study – done d) Maria to send a word document final version of household survey to Mike W – done e) Dawn to forward Beach Green Development plans to AECOM – done f) Community Engagement group to make a list of stakeholders and make initial contact – Dawn/Emma – see attached list of stakeholders g) Viki to email Mike Gibson for dates and circulate a Doodle link to confirm availability with Gwenn, Melissa, Maria & Maurice – to be actioned – Mike G has sent dates to Dawn to circulate. 3. Beach Green Development a) Developer: Public consultation 19th & 20th July 3.30-8pm Beach Green Primary School Those who attended reported that there were A5 feedback forms for the developer but no register of attendance so its not known how many people attended. An offer of a stand at the next Have Your Say Day has been made to the architect/developer. There was discussion as to whether SBNF need to have a view on the development however it was felt not appropriate at this stage, as there is no detail as to when or if a planning application will be submitted. SBNF will revisit this at such a time as an application is submitted b) Update re: SBNF contact with SBRA re cycle path ACTION: BF to next committee meeting (as Ben Stride was not present to feedback) 4. Revision of make-up of working groups/leaders/members and SBNF management committee – see revised list attached ACTION: Management list to be published on website Mike Gibson suggested adding each person’s street name to the list on the website so people can see everyone is a Beach resident. There was also discussion around photos and maybe a short biog. ACTION: Dawn to email SBNF working groups with update and link to website asking if people want to be active members. (All those in the working groups email group are individuals who have at some point expressed an interest in being a working group member) (DCS: still to do) Mike Gibson stated that each working group should now be addressing issues and aspirations for the Beach. Once there are draft policies they will need to consult with all stakeholders. a) Community Facilities i. WSCC/school provision There was discussion around whether the school should be in the plan as education is the responsibility of WSCC not ADC. Mike Gibson confirmed that although the Neighbourhood Plan will sit within ADC’s planning department it is not specific to ADC and SBNF can consider WSCC issues so therefore can consider the school. Policies can be considered in light of WSCC plans however there is currently no clarity in WSCC primary school provision plans. Dawn sent a letter regarding this last Summer which has been followed up since with no defined response from WSCC. Dawn added that the SBNF has to consider infrastructure and there is a knock on effect with transport too in particular if children go to school off the beach. It was noted that capacity could potentially be increased by building upwards which was a view also expressed by Giuseppe from AECOM (who is an architect) however concerns were raised about potential lack of additional outdoor space. An annex or an alternative site could also be considered (including the industrial area on Harbour Way should it ever become available at some point in the future). ii. Community Engagement and Community Facilities to begin working together to connect with stakeholders/local organisations. Mike Whelan noted that there is some FB interaction with stakeholders ‘liking’ the SBNF page and vice versa so there is some cross promotion. It was agreed there should be a stakeholders meeting in early September prior to the next HYSD day. ACTION: BF organising stakeholders meeting to next management committee meeting. (DCS to do/arrange/plan) ACTION: Emma/Dawn & Gwenn to meet to discuss the Community Engagement Working Group. (DCS to do) b) Transport and Movement i. Mike Whelan presented some draft 'Master Plans' laid out on maps of the Beach which were done to inform AECOM. He explained they were tailored and themed for each working group. The plans indicate issues and opportunities suggested by the community through the engagement process. Mike W asked all working group leaders to look at the opportunities and decide what to could become site allocations and what could be displayed at the HYSD. ACTION: Mike Whelan to set up Transport & Movement working group meeting c) Regeneration – have been in touch with some stakeholders as part of their work. It was noted that John Haffenden had stood down as working group leader and new committee member David Collins will take over. ACTION: Meeting for all working group leaders and Mike Gibson to discuss what has been done so far and what needs to be done – Dawn to arrange (DCS Done) ACTION: Briefing paper to be prepared on what the Working Groups have done so far – Mike G. d) Sustainable Green Neighbourhood – Gwenn is now also involved with this. Jennie has done some work, been to a Sustainability workshop – this information will form part of the briefing paper Mike G is preparing. 5. Vision, Aim & Objectives a) Vision b) Process c) Stakeholders d) Comment on aims and objectives circulated by Gwenn, with reference to progress: how all work - achieved to date - feeds into to them (with all working group leaders e) Identify any gaps in the objectives f) Agree plan (on liaising with working group members) to address any gaps - prior to 22nd July Gwenn has prepared a ‘Matrix’ for each Working Group addressing the above (f) Agree plan. ACTION: Matrix to be circulated to the management committee for feedback – attached. (DCS Done) 6. Have Your Say Day Provisional dates: Friday 30th September and Saturday 1st October 2016. Provisional location: Beach Primary School (awaiting confrimation from school) WSCC volunteer scheme – Dawn has received an email regarding this from ADC ACTION: Follow up on ADC volunteer scheme email – Dawn. (DCS Done) Contents of HYSD – ‘creative’ children’s competition (writing/art-based/other) – various ideas were discussed including taking a group of children cycling round the Beach to inspire a piece of artwork. Gwenn’s husband could do a workshop with the children to feed into a poster design. Other sources for possible funding/routes of support: Mike Gibson confirmed there was no more funding available from Locality. Other possibilities discussed: Approaching ADC for some of the £5,000 they were allocated when the Forum was set up of which SBNF have received £1,700 so far. ACTION: Dawn to contact Lydia Schilbach (Communications WSCC) re providing/ potential contribution via WSCC the school free of charge. ACTION: Dawn & Gwenn to explore other options. 7. AECOM - technical support - Dawn Discuss AECOM initial aims and objectives & update Mike Gibson reported that AECOM were proceeding on the basis of coming up with ideas for Beach Green and the industrial site on Harbour Way. Further work AECOM have already visited the Beach and will produce something by end of August for the HYSD. Giuseppe from AECOM will attend HYSD. - Electric solar-powered ferry for Shoreham Beach?
The Shoreham Beach Neighbourhood Forum has been running a series of workshops asking local residents and businesses what improvements they would like over the next fifteen years. Transport and movement is a major concern. Many complain about too many cars on the beach, too much traffic congestion, and the woes of the Saltings roundabout. The majority of residents live east of Ferry road but have to drive to the other side of the peninsula to cross the water. Some residents are concerned about the clash between cyclists and pedestrians crossing Adur Ferry Bridge. Many residents have suggested a ferry service or water taxi for pedestrians and cyclists, easing the burden on existing road networks and by-passing the most dangerous section of the A259 Brighton Road. A water taxi shortcut across the Harbour Mouth and/or to Southwick/Portslade Beaches has the potential to improve air quality, provide more opportunities to enjoy our waters and encourage healthier journeys by cycle or foot. But just how feasible is it and can a ferry be good for the environment. We are blessed to live in the sunniest part of England… in an exciting age of technical advancement. All around the world, from Switzerland to Botswana, people are starting to travel in clean, silent, reliable electric vessels - powered by the sun. Here are just a few examples. Could any of these be used in Shoreham? Are you an expert in this field, let us know your thoughts. Large ferry - Chichester, England Not far from here you’ll find a silent, clean ferry that regularly carries 50 people around Chichester harbour. Just imagine we had a similar service on the eastern edge of Shoreham beach peninsula. The Swiss-made Aquabus C60 is a pollution-free, solar-powered catamaran that can reach 11 knots while transporting up to 60 people. This vessel began life at the 2002 Swiss National Expo as one of three, ferrying people continuously for six months between May and October. Made by MW Lines (Grove Boats), this vessel is driven by two electric motors, one in each hull. Batteries are normally charged by the sun but can also be plugged into the National Grid if necessary. The Aquabus C60 is available in 100% electric or hybrid mode and was the first vessel to cross the Atlantic Ocean using solar energy (http://www.transatlantic21.org/) Medium-sized ferry - Serpentine, London, England The Solar Shuttle has curved panels which help to shield passengers from the weather. It carries up to 40 passengers across the ecologically sensitive Lake Serpentine in London’s Hyde Park between March and September. Small ferry - Botswana, Africa On the other side of the world in Botswana, southern Africa’s first solar powered boat was launched by Chobe Game Lodge in 2015. In the few months the boat has saved approximately 1,600kg of CO2 emissions. It will be part of a fleet of five all-electric safari boats at the game lodge. The conversion to electric powered boats is certainly a winner for the environment but it is also a big plus for the safari experience. Noise and vibrations are reduced to an absolute minimum so guests are able to appreciate the tranquillity of the Chobe River. Chobe Game Lodge have calculated ROI is in the region of 33%. A wise investment given the uncertain future for fossil fuel prices and reliable electricity supply in years to come. Solar Boat Trips - Inverness, Scotland The New Era is licensed to carry a maximum of 8 passengers and has space for one wheelchair or bicycles (http://boattripsinverness.co.uk/) The clean, cleaning boat Litter is literally a huge problem in our seas, so it is important to stop as much possible at the harbour mouth. This solar-powered unit collects floating waste (plastics, polystyrene, algae, wood ...) and stores it on board in a dedicated container. A mechanism for the skimming of hydrocarbons is available as an option. Main Benefits of Solar Ferries (electrically driven solar catamaran vs conventional fuel driven vessel) Silent - no disturbance to birds, animals or humans Clean - no emissions, no risk of fuel or oil leaks Calm and steady - a twin hull configuration does not create a wash, therefore less estuary bank erosion Economic - no fuel and if it needs electricity from the grid, this is cheaper and easier to handle than boat fuel Easy maintenance Answering the Skeptics Can solar panels work in cloudy, dark or overcast conditions? Solar technology and our understanding of it is constantly improving. On a partly cloudy day, the solar panels often produce more power than a clear day. Known as the “edge of cloud” effect, this happens when the sun passes over the outer edge of a cloud, magnifying the sunlight. Solar panels are actually more efficient at cooler temperatures than hot ones, Some solar ferry manufacturers report their vessels will even pick up a slight electric charge from moonlight! What about wasted excess energy? Some solar ferries are able to store reserve power for evening cruises and or the excess electricity can be used to power other devices or be fed back into the national grid. Is solar panel technology too experimental and risky? Solar technology has been around for over 150 years and electric motors have been around even longer. The comparatively recent re-focus on efforts to improve energy storage and solar efficiency are making it more affordable and more commonplace. Is it a viable business? In Shoreham this could be a multi-purpose service: ferrying passengers between two or more fixed routes at peak commuting times, acting as a water taxi taking, i.e. taking mariners to and from moored vessels. This could be booked via VHF channel and mobile phone, providing pre-booked, customised boat trips, scooping up litter in the harbour area before it floats out to sea - possibly getting paid by the authorities on a weight-based rate system, there could be a booking office which also serves as a shop or waterfront storage space for existing Watersport service providers. What about the seasons and tides? Small ferries can be highly manoeuvrable in shallow water. It could just be a simple boat with an electric outboard motor which is charged by solar panels installed on the shore. If necessary, the ferry could be inflatable (see www.ferryboat.eu) and a compact motor plus roll-up solar modules do not require much space to be stored away in the harshest winter months. How does this relate to the emerging Neighbourhood Plan An attractive river crossing for pedestrians and cyclists would conform with Adur Local Plan Policy 28, Transport and Connectivity - which points to the need for new development to ‘…provide for improvements to the road network… and to encourage proposals to extend the existing cycle network and pedestrian facilities linking urban areas, countryside and coast…” The Regeneration of Shoreham Harbour More destinations (shops, workplaces, housing) in the Shoreham Harbour area will bring more traffic. Shoreham beach residents could use a ferry service to ease congestion. COMMENTS BY RESIDENTS “Ferry service at this end of the beach (Shoreham Sailing Club)” “Agreed – especially for kids going to the Academy” “How about a small ferry? (Between West Pier and Ballards)” “Maybe only for 2 x 1 our slots per day during peak times. This is what happens on the River Avon at Bantham in Devon, and presumably on other estuaries on the South “Coast Way ‘Tidal’ ferry.” “Great idea! P.S. See Itchinor to Bosham” “Great idea! Second that!” “Third that!” “Fourth that!” “Would depend on tides!” “With respect it would not (depend on tides). The harbour entrance is dredged deep.” “To be viable, you would probably need a local building (could house a chandlery [shop selling nautical items], boat repairs, wind surging sales [windsurfing?], etc). There would appear to be room between the car park and the fort for such a facility! (suggest you ask views of sports shop in Ferry Road)” "Maybe solar-powered like the serpentine in London?"
